Why is in that a sudden drop surrounded by CLS/MT surrounded by California and the rest of the US?

i am taking my BOR exam this year. I always hear that there is a shortage of CLS because all the current ones will retire surrounded by a couple of years from now.

My question is, where are the younger CLS? It seem that theres a sudden stop of continuity of CLS generations.
