Yes, people survive the plague every year even contained by the United States. About 20 cases of bubonic plague are reported in the US with most of them occurring in the southwest/New Mexico region. Unfortunately roughly 1 in 7 patients die from it. Time is very important as the disease progresses swiftly. It is treated with very common antibiotics such as streptomycin and tetracycline, but treatment should fire up within 24 hours of exposure for the best outcome.

If treated in time, yes, antibiotics are effective in eliminate the causative agent, Pasteurella pestis, oops, I mean Yersinia pestis.
Currently there are only isolated cases of plague surrounded by the US, but if an epidemic occurred, a hoard of public health workers would descend on the area to do satchel finding, epidemiologic studies, and rat control. The medications used these days are pretty humdrum antibiotics, as far as antibiotics move about, but treatment is still far from perfect, with a high mortality rate. Even within 1350, bubonic plague wasn't universally fatal, though the pneumonic and septicemic varieties probably didn't have deeply of survivors. But I'd certainly rather have antibiotics, IV fluids, ventilators, and pressor agents handy than some of the "treatments' they used next!
By the way, there's a small reservoir of plague endemic in the US desert southwest, so it crops up every now and again.
