Does NSAID cut clotting flair?

yes it does, thats why there is an increased gi bleed risk w/prolonged use of nsaids
I would say it does. But it's not that it make an obvious increase in bleeding time or something similar. It is used for prevention of clot formation in society at high risk, or rather the people who tend to form more clots than needed.
It have been proven, however, that it does prolong postoperative bleeding.
