Why don't they use more clay blades contained by surgery?

3. they stay sharper longer
4. steel blades will shatter too if you're not careful
5. in the long run they might recover money
6. the NHS has already wasted billions on an IT system that doesn't really work!

Scalpel blades are disposable and cheap. They don't inevitability to stay sharp - you just throw it away and use a fresh one.

Stainless steel doesn't rust either, in the hour or two it's on the surgical grazing land, and they cost less than $1 each in the US.

They might be better, but the cost/benefit probably isn't worth it at this point.

Well, first off that's an engineering grill more than anything else, but there are lots of drawbacks to ceramics as well from a purely physical perspective.
Probably the most relevant reason they're unacquainted is that basically none of the advantages you're listing are really relevant. Scalpels are one-use only, the blades are individually package and sterile, and they're discarded after use. If one becomes blunt, you just throw the blade away and use another. So holding an edge longer and resisting rust aren't really relevant, nor is the sharpness really, if you've ever see a scalpel blade, you should know they're plenty sharp, they go through skin, subcutaneous tissue, muscle, and fibrous tissue without much effort at adjectives. As for the shattering, well, ceramics do that as well, and if a surgeon is using enough force on a scalpel that it become an issue, he's doing something (probably several things) wrong anyway.
