The new stimulus plan will lower taxes that the government is urging employer to adopt right away, meaning you will see less taxes taken out in your paycheck, which equals more money respectively week. The number they are throwing around is an average of $18/week more in your paycheck.
Our whole economy is mostly base on people spending money. The thought behind this, vs. a big lump check, is that people will use the extra money to I don`t know take their family out to eat. (this is an example) That restaurant afterwards sees more business, needs to hire more people to relieve out, the restaurant then also needs more supplies, buys more from the suppliers, which creates more jobs, as they want to hire more people to keep up, more truck drivers are hired to deliver the goods, and so on and so on. With the big lump sum, you are more promising to just make 1 larger purchase, such as a new tv or a trip, which doesn't give a hand our economy in the long run.
If you have hear the H&R Block ads, it talks about those being owed stimulus money. If for some reason you did not receive the full amount of the Stimulus check for 2008, you may be able to procure the difference back on your tax return, but honestly, I don't know anyone that didn't get the full amount.

Employers will shortly receive revised Circular Es (the federal rates withholding tables provided by the IRS) and employees will receive a little more contained by their paychecks by having a little less federal income duty withheld.
