Glucagon is a chemical used to signal to your body that essentially you are starving (that is, your current glucose levels are falling too low). It causes your body to start breaking down glycogen to bring to the fore the blood glucose level. If you have a deficiency of glucagon, your body can't signal this as effectively and your blood glucose level will be unnaturally low, a condition called hypoglycemia.
The effect of glucagon is inverse to the effect of insulin. So if you have a defeciency in insulin you will enjoy increased blood glucose. If you have a defeciency in glucagon you will have decrease blood glucose.
