What is the medical original for not exercising beside a cold?

I've heard it weakens the immune system in the short run, but consequently why is current advise to only not exercise if the symptoms are below the neck?

Indeed, exercising during a viral infection is a discouraging idea. The risk is because the virus can cause myocarditis, or inflammation of the heart muscle. The combination of this inflammation and the extra adrenaline generated by the exercise can tip the heart rhythm into ventricular fibrillation and cardiac arrest.
