Can a doctor debris to write a stock up prescription for upkeep medication?

I take metformin and brith control for PCOS. Today I went to the doctor to get a prescription for a fill and because my blood pressure was 140/80 she refused to give me a stock up. She said that my BP has to come down and I will not get pills until it does. I take the birth control to regulate my hormone level and periods. I need the medication. Can she refuse to make available me medication I need?

Yes she can and the fact that she did may have save your life. Your bp is not something to play around with. Take what your doctor says as existence giving or law.
