If one made a c within standard chemistry, should they lug the course over again?
The major is Biology (pre-med). If possible I would like a pre-med majoree or doctor answer this question.

Medical school will be able to see your grades even if you re-take a course. That being said, if you have a C within gen chem but get mostly A's besides that, you're fine. The problem is that you may not have a good remnant for gen chem 2, orgo, and biochem. So, you need to ask yourself if you realistically can pull mostly A's with some B's from here on out and if you perceive like you have a good adequate base for future chemistry courses. It'd be better to have a C within gen chem and then retake it resulting in an A (though you don't want to have to do this for every class). Whether or not you wish to retake it, always sit near the front, away from any chatty friends, don't spend your days partying, and don't rely on cramming.
