Autonomic hyperreflexia - If spinal cord is transected, and signal comes surrounded by below the horizontal of the lesion,?

how does vasoconstriction happen? It seems the signal can't get up the cord to the brain so is it a sort of reflex arc where on earth the stimulus signal enters the cord below the lesion and the outflow stimulus resulting in vasoconstriction comes from the same place within the cord and not from the brain?

That is exactly what it is. A stimulus is below the level of the lesion and there for is not perceived by the brain. The stimulus does however initiate reflex arcs below the level of the lesion and so a sympathetic response take place below the lesion. Often, the rest of the body enters a compensatory response as well above the level of the lesion (the vasoconstricion below elevate the blood pressure and activates the baroreceptors) causing vasodilation above the level of the lesion.
