Theoretically, yes; practically, no.
I know of a few pediatric surgeons who completed a pediatric residency before starting their surgical residency. Still, they are a rare breed.
Well in some word yes and no.
There are pediatrician's who specializes in certain field of pediatric medicine that require them to also be a surgeon. But in these cases they are not a general practice pediatrician, such as a doctor that the child would look in if they had a cold or stomach ache.
A pediatrician or any doctor for this matter can be certified to practice as a surgeon. But contained by most cases they will have to practice in that field and provide so lots hours of surgical practices. Most pediatrician's have a partner or a consult that they routinely use. In other cases, such as if you are contracted with a medical group, you will have to use the surgeon for which your group is contracted near.
I have worked in a hospital for severn years and I have not see a pediatrician who had held a dual tile as surgeon and pediatrician.

Not really. I don't know of any pediatric surgeons who are pediatricians. In order to be a pediatric surgeon, you have to do a surgical residency, after subspecialize in a fellowship in pediatric surgery. To be a pediatrician, you have to do a pediatric residency. I guess it's possible to do a pediatric residency, after a surgical residency, then a pediatric surgical fellowship, but I don't know anyone's who's crazy enough to do that. Plus I don't know how keen any surgeon would be to spend their days contained by the O.R. and then go to the office and see a bunch of kids next to ear infections.
