In females:
FSH acts on the ovary. During the follicular phase, it stimulates the release of estradiol (estrogen) to stimulate the maturation of an egg for release. During the luteal phase of the menstrual cycle, FSH will stimulate progesterone production to sustain the egg through implantation until the placenta takes over progesterone production.
FSH is often considered beside it's complimentary hormone LH (luteinizing hormone) which surges mid-cycle to stimulate the release of the egg (ie: ovulation.)
In males:
