How does decrease oxygen/sugar level effect seizure?

OK, i'm in high school, and taking an EMT class. We well-read today that seizures are caused by increased electrical activity surrounded by the brain. I'm wondering why DECREASED O2/Sugar levels cause INCREASED electrical activity...how does that work. If you are explaining, please hang on to in mind that I only have 1 yr of elementary chemistry and 1 year of a college biology course under my belt...so if you start pulling out fancy terms, please define them

it doesn't really raison d`¨ētre an increase in electrical activity. but lowers the seizure threshold and increase the likeliness of a occupation or increases the odds of having a seizure.
