It is possible. You will either want to go to med school to secure an MD and do a research fellowship in neuroscience or get into an MD/PhD program.
Your undergraduate institution is not as important for occupation plans that involve graduate studies. Doing well in undergrad and on your MCATs and GREs in lay down to ensure you get into med school or an MD/PhD program should be your focus. Research and/or shadowing experience is a huge plus, as well. If you surface that you will do better at a smaller institution with a lower student:faculty ratio or at an institution where you've received a scholarship and won't hold to work, those may be options you should seriously consider.
