Epileptic medication; how several more countries (beside Spain & Portugal) can you find tablets 'over the counter'?

Know a friend who has been epileptic for twenty years now - he go abroad for the first time last month to Spain, and over the border to Portugal. He managed to get hold of two weeks of medication after showing his E111 card to a pharmacist in Malaga. Is there anywhere else in continental Europe...and indeed, the rest of the world that will deal in such medication 'over the counter' - in this case, carbamazepine and Keppra?

Uh, that E111 card implies that he was specifically prescribed these medications, and that card be to gain access to them abroad. Those medications are in no agency, shape or form over the counter.

That card should give access to his personal medical information and identity, which would include valid prescriptions for those two medications.
