Thought there is a possibility that excess oxygen would raise the metabolism fractionally.

The excess oxygen would remove the "buzz" you get near alcohol.

Of course, if the oxygen were to continue being administered, this would head to oxygen narcosis - which would have a similar effect to drinking
Inhaling oxygen has no effect on blood alcohol levels.
