Numbness contained by my arms. What is wrong next to me?

I'm taking 200mg Labetolol 1-0-1 for high blood pressure. My current BP reading is 145/86. Heart rate is 53. I've been experiencing numbness in both my arms upto the fingertips for more or less 3 weeks now. It lasts for sometime and seems to turn away if I do some exercises. I don't know why it is happening. Is anything wrong with me?

My 2 month old babe is on apnea monitor and the "slow heart rate" indicator keeps beeping (just 1-2 beeps). Is something wrong with my babe-in-arms? What should I do?
