Yes, there are or were, before so much population mixing, entire populations next to the same blood type. The Basques come to mind, that when first tested, close to 100 years ago, all had type O neg. I doubt that is to say the case now, though.
Yes- there is a massively direct link between ethnicity and blood type. Also, there is a strong link between the Rhesus factor (being + or -) and ethnicity as very well. It's too much info to put here but you can google the specifics.
