How doomed to failure is it to stop blood flow surrounded by the jugular? At what times will different effects be appreciable?

I accidentally ended up cutting off jugular blood flow contained by a friend of mine and they have no memories of anything from then until I let the blood flow resume, seeing that I accidentally did that... What are the effects of this and after what times will clear in your mind effects happen? How bad is that and did I hurt them accidentally?

it isnt too bad to cut stale blood to the jugular. the bloob from the jugular flows into the cerebrial cortex which is the part of the brain that interprets short term memory. your friend has lost his short possession memory of the event, he is fine.
I think you are confusing carotid flow next to jugular flow. Blood flow to the brain is via the carotid artery. If the arteries are blocked blood will not flow to the brain and the person will pass out. Jugular veins take blood from the brain back to the heart.
