Is here any point why a surgeon would consider it contraindicated to suture a cut surrounded by the palm of a appendage?

The skin of the palm of the appendage is largely a thick layer of keratin, which is non-living tissue. Depending on how deep the cut, suturing could be unnecessary and might even be counter-productive, cause the healing wound to hang onto dead tissue.
The most common reason to leave them unscrew is contamination, either overt or presumptive based on time. You might be surprised at the number of family with injuries who don't show up until they've sobered up. Sew up a day-old wound and you'll be opening it again in no time, to drain the pus.
An old wound, or a contaminated wound is usually closed secondarily. Infection in the spaces of the hand can walk off you with a useless hand.
If the cut isn't thoroughly big or deep so they don't think it would help or if you form keloid scar and would lose functionality of the hand. Keloids are basically scars beside lots of collective tissue and looks like there are permanent welt.
