When a bill is submitted to an insurance company for an MRI, it is usually billed in two separate components. One is for the facility to do the "technical component" or the actual MRI tests and imaging studies. The other, recurrently billed separately by the radiologists, is for the "professional component" which is the charge the radiologist gets for studying the image, comparing it to any prior films or studies you have, interpreting them, making suggested diagnosis or recommendation and issuing the report. Depending on what kind of film it is and the type of study done, the fee can be $800 - $2000 + per body piece imaged (and more if it includes DTI images, contrast) etc. but it is highly dependent on what was done. The reading payment for the dr's bill sounds high to me but I would need more info to say that for sure.
FYI, if you ever move about to a hospital or ER, you will see radiology services billed separately like this too. Often radiologists are not on site and/or are independent contractors.
