Not "as a doctor". He/she would be limited to very basic vigour care. An RN can't write a prescription, for example, but she could remove unwanted earwax or an ingrown toenail....little stuff.
Not in the US, that would be practicing medicine without a license, but masses medical groups do hire nurse practitioners under the aegis of the doctors, and they do quite a bit, almost singlehandedly run rural clinics. Sorry, but it is necessary to enjoy that doc as backup, for liability purposes.
NPs (as opposed to physicians assistants) can have a stand alone practice depending on their licensing and the state they live contained by.
