How do I cut a 15mg tablet to go and get close to equaling a 62.5mcg tab?

If it is a tablet, use the medication cutter to cut into half.
If it is a tablet, you cannot do that. Because the powers of medicatioon will come out from the capsule. Ask your doctor to prescribe half of the dosage.
You can't, not safely at least - they are just too different. Starting from a tablet to be exact that big (240x the dose you want), there is no way to guarantee that the drug is distributed uniformly enough that you wouldn't receive several times what you want in a single split dose, or no drug at all. Surely, if you need a 62.5 mcg dose, in that are pills available that contain that dose (or at least a much closer dose).
The only way that you could do this and be accurate (safe) about it, is to if truth be told use an analytical balance to do it, and most people do not keep anything approaching this in their home. An analytical balance is not like a size you can pick up from the home goods store.
I might suggest taking it to the pharmacy. Your local pharmacist or pharmacy tech could take a mortar and pestle and grind it down for you and then weigh out the amount that you stipulation (62.5 micrograms). Ot they could try and cut it down and weigh it, but most likely they will want to grind it instead simply because it is easier to get the weight correct by using that method. Then you can simply have them suspend it in some water for you. If you enjoy a good relationship with your pharmacy, then they should not hold a problem doing this for you, UNLESS, this is some type of illegal drug, or a drug that was prescribed for one person and you are trying to cut it down for someone else (in which grip, I may suggest just telling them that you need it cut down for the time individual because it is too strong for you or whatever, just until you can get backbone to your doctor and have a new script written).
