Can uv oil lamp sustain near fully fledged jaundice as in good health as surrounded by neonatal jaundice?

No, uv light is used for an infant because it is getting the excess bilirubin out of the infants system. If an mature is jaundice it is because there is permanet damage to that persons liver and or pancreas.
