Answers:
Last I checked, technicians did not necessitate to carry malpractice insurance. More than that, I've never heard of and EKG technician. Nurses, medical assistants, emergency technicians, paramedics, etc, all know how to complete EKGs so there can't be much of a market for people trained solely contained by the fine art of placing leads on a person's body and pressing start.
The malpractice can occur in the EKG interpretation not contained by performing the EKG. I don't think you could hurt anyone by placing a few leads and pressing a few buttons. Unless you wrap the leads around his d¨Ścolletage and hang him from them. No malpractice insurance is needed to take an EKG.
