I just had a hida scan done and it said my gallbladder ejection fraction is 33.6% and is mildly diminished, what does that mean?

That's only a little diminished. I enjoy no idea what the required ejection fraction for surgery is, but I wouldn't think they would want to do it with such a touch decrease (the normal ejection fraction is 35-75%), unless it poses some sort of threat to you. Gallstones can be very prickly and dangerous, for example, if left untreated.

Your gallbladder stores and secretes bile into your small intestine to sustain with digestion. It just means your gallbladder isn't secrete as much bile as it should be. Gallstones can cause this or it may just have decrease function intrinsically. I'm no expert on this so I would say talk to your doctor about it.
