I'd say no. If they are a difficulty to others, you may have to restrain them and force the medication on them, but I don't think it's ethical to lie to them.
These days anyone can look up what a medication is for on the Internet. So if you relay them that medication X is for headaches, it's not tough for them to find out that medication X doesn't cure headaches. And if you lie in the order of what kind of pills they are and tell them it's medication Y, then they might stir to the pharmacy and get something that interacts badly with X, never knowing that they're in actuality taking it. They could die from that.
