Is nearby any channel to fix congenital ptosis of the eye in need surgery?

i have congenital ptosis in my left eye and surgery is massively expensive and i only want it for cosmetic purposes, so my parents won't pay for it. it does obstruct my phantasm but not detrimentally. could i get the insurance to cover it? or can i use a non-surgical method?
