Through deliberately caused blood loss, can you balance out hypertension contained by an absolute emergency? If so, where on the body and how would you attempt such a treatment?

If he lost enough blood to decrease blood pressure, he's in trouble. The body compensates to keep hold of blood pressure up, so he'd only be causing more problems. Like, heart attack and stroke problems.
