What happen if a worker surrounded by a Dr's organization distributes sample of drug to her friends?
she distributes all different kinds of meds to her friends and thinks nought of it could she get in trouble? We live in Ohio

Oh, YES. You must enjoy a license to distribute some meds. And if she is handing them out, then she is guilty of drug dealing.
What is different when your friend does it, and the local dope dealer does it? That she doesn't charge? Then she is guilty of informal distributiuon of controlled substances. You can get years of jail time for that (but she would probably get probation, and fired from her mission.)
i also would have to influence her actions are very questionable especeially if they are not true patients of this office... i do know living surrounded by a small town here in michigan at times are, local doctors offices will distripute samples to patients if at hand on a tight budget and whom can not afford the prescription fees...but in real need of the medicine though.. hope this helps some what just know i am not a true expert on this subject or the laws... That is very illegal. She could be arrested for that. Not to mention. if something happened to one of the inhabitants she gave the meds to, she'd be responsible for whatever happened them.
If it be a one-time offense and she were otherwise a valuable employee, we would put on alert her of the illegality of her actions. If it were an ongoing behavior, we would fire her. If it involved Schedule II drugs, we would have to report her to the DEA.
We would probably hold to seek legal advice as to our responsibility. Prior to hiring a private attorney, we would probably "curbstone" one of the local hospital risk manager, all of whom are lawyers.
